Northeastern Kentucky, closest to the Catlettsburg refinery, and the Louisville area, well served by interstate trucking routes, tend to see the state's lowest prices. Rural southeastern Kentucky, in the mountains farthest from the refinery and interstates, generally runs a bit higher.
